policy and strategyIn October 2005, the European Commission proposed a new EU Strategy for Africa - setting out the steps the European Union will take with Africa until 2015 to support the achievement of the Millennium Development Goals.In late 2006, the European Union and the African Union have decided to develop a joint strategy in order to develop a common political vision for the future partnership between the EU and Africa, that was adopted at the Lisbon EU-Africa Summit in December 2007. A public consultation has taken place across the Internet throughout the year, providing an opportunity for all stakeholders in Europe and Africa to influence the debate on the future of EU-Africa relations. implementationEC aid to Africa is primarily delivered through the Cotonou Agreement between African ACP countries and the EU. This assistance is managed through a multi-annual programmes at the national and regional level. Most EU member states also have bilateral aid activities with countries in Africa.In recent months, there has been intensive discussion with African regional organisations regarding the negotiation of Economic Partnership Agreements (EPAs) designed to facilitate trade and economic relations between the EU and Africa. At the continental level, the African Union (AU) and the New Partnership for Africa's Development (NEPAD) are key dialogue partners of the EU. At the regional level, the EU is in dialogue with the following groups:
the Economic Community of West African States (ECOWAS) the Economic and Monetary Community of Central Africa (CEMAC) and the Southern African Development Community (SADC) portals
