policy and strategy
Finland’s development policy follows the main goal of reducing poverty in developing countries. As a result, the development policy programme, launched in 2004, commits Finland to the UN Millennium Declaration. Moreover, the programme steers Finland’s development policy and cooperation during the current government’s term of office, guided by principles like sustainable development, realisation of the rights of the individual as defined by international human rights agreements, long-term commitment and transparency.
implementing organisations
The Department for International Development Cooperation of the Ministry for Foreign Affairs plans, implements, supervises and administers the Ministry’s service provided to developing countries. One of the units within the department is the Development Policy Committee, which steers Finnish development policy work, evaluates quality and effectiveness, and monitors levels of public funding for development aid.
The Helsinki Process on Globalisation and Democracy is part of the action programme of the Government and one of the three priority areas of the Ministry for Foreign Affairs. It is in search of novel and empowering solutions to the dilemmas of global governance and offers a forum for open and inclusive dialogue between major stakeholders. The process promotes solution-oriented co-operation between governments, civil society organisations and the corporate sector.
KEPA, or the Service Centre for Development Cooperation, is a service base for Finnish NGOs interested in development work and global issues, and has over 250 member organisations. It is a politically and ideologically non-aligned organisation that operates with funding from the Finnish foreign ministry.
KEHYS, on the other hand, is the Finnish NGDO platform to the EU and offers services for the non-governmental organisations on issues concerning EU development cooperation. One aim is to initiate dialogue with Finnish officials and decision makers in order to improve the possibilities of the Finnish NGOs to get funding from the EU.
