The Ministry of Foreign Affairs coordinates and carries out the foreign policy of the Kingdom of the Netherlands. The Minister for Development Cooperation formulates and implements foreign aid and development cooperation policy , which is one of the main policy areas of the Ministry. Dutch aid policy is based on the assumption that simply handing out money is not enough because other factors, such as political will, good governance, global market opportunities and peace and security play an important role. Consequently, the Dutch government plans to exert influence in these areas by applying political instruments, widening the scope of policy in the fight against poverty through policy coherence and by using to advantage its international pioneering role. All in all, the Netherlands spend four billion euros a year on tackling global poverty, which equals 0,8% of their GNP.

The Directorate-General for International Cooperation (DGIS) within the Ministry of Foreign Affairs is responsible for development cooperation policy, its coordination, implementation, and funding. It is responsible for several departments, such as the Sub-Saharan Africa Department (DAF) or the Environment and Development Department (DML) .

The National Committee for International Cooperation and Sustainable Development (NCDO) is an independent organisation uniquely embedded and positioned in Dutch society. NCDO’s core goal is to strengthen and highlight public support for international cooperation and sustainable development and achievement of the Millennium Goals.

The Centre for the Promotion of Imports from Developing Countries (CBI) was established in 1971 as an agency of the Ministry of Foreign Affairs. It contributes to the economic development of developing countries by strengthening the competitiveness of companies from those countries on the European (EU and EFTA) markets.

The Netherlands Development Assistance Research Council (RAWOO) was established by the Dutch government through an alliance of different ministries. Its mission is to issue recommendations regarding how research that is funded by the Dutch government for the purpose of fostering development can best be tuned to the needs of developing countries.

There is strong public support and high interest in the Dutch society for development cooperation issues. Oneworld.nl may be seen as one of the biggest portals for finding the way through the diverse NGDO landscape.
