introduction

In its 2006 communication on governance, the European Commission argues that "peace and security hang to a great extent on the political will and ability of governments and institutions to pursue policies geared to the rule of law, the protection of human rights, democratic governance, eradicating poverty, promoting sustainable development and reducing the inequalities that lie at the root of the main challenges facing the world." The EU thus identifies "good governance, democracy and respect for human rights as integral to the process of sustainable development and as major objectives of EU development policy."

Within the ACP-EU relationship, the EU expects that governance "will play an even more strategic role in the future, especially when programming the 10th EDF. A new incentive-based approach will be followed. An in-depth dialogue will be established; structured around parameters for gauging progress and performance, it will include the Member States and other donors." The EU plans to "grant additional financial support to those countries that have adopted or are ready to commit to a credible plan of concrete actions and reforms."

Governance is one of the main topics discussed at the first European Development Days in November 2006.


other perspectives

Euforic member CIDSE, is particularly active and critical of the emerging EU governance agenda. It argues that the" European Commission is undermining its legitimacy" by determining the governance standards that should be followed in the ACP countries. It calls for a wider and more inclusive debate on these issues. CONCORD members follow a similar perspective.

From a more research perspective, Euforic member ODI seeks a deeper understanding of how a nation's political economy shapes its governance and state capacity. Its interest in state-building has made it "realise that the good governance agenda as proposed by donors in recent decades has been unrealistic." It has also begun to engage more directly with the corruption agenda. In the UK, IDS focuses on the politics of state engagement and public action.
